이 연구는 유네스코의 미디어·정보 리터러시 정책과 전략 가이드라인에 제시된 주요 준거에 따라 시도교육청의 미디어교육 정책 실행 과정을 분석하고, 학교 미디어교육의 본질적 목표를 안정적으로 달성하기 위해 극복해야 할 과제를 논의하기 위해 이루어졌다. 이를 위해 시도교육청별 미디어교육 관련 조례와 주요 정책을 분석하고, 정책담당자를 대상으로 초점 집단 인터뷰를 실시하였다. 연구 결과는 다음과 같다. 학교 미디어교육 정책은 미디어 리터러시, 디지털 리터러시, 정보 리터러시를 아우르는 융복합적인 성격을 갖고 추진되어야 하나, 현재 정책 문서에서는 학교 미디어교육의 본질적 목표를 구현하기 위한 비전이 설정되어 있지 않다. 그리고 중앙 부처와 시도교육청 간 협력 체계가 불명료하며 시도교육청 간 인적 및 물적 자원의 격차, 정보 교류 부족 등으로 인해 학교 미디어교육 정책 추진에 어려움이 있는 것으로 나타났다.
This study aimed to analyze the media education policy implementation process of the provincial offices based on UNESCO’s Media Information Literacy Policy and Strategic Guidelines and discuss the measures necessary for stably promoting media education. To this end, this study examined media education ordinances and major policy statuses issued by provincial offices of education and conducted a focus group interview with policy managers. Findings showed that school media education policies should be promoted with a convergent nature that covers media literacy, digital literacy, and information literacy. However, the current policy document lacks the vision to achieve the essential goals of school media education, and the cooperation system between the central ministry and the provincial offices of education is unclear. Promoting school media education policies is a challenge owing to the gap in human and material resources among provincial offices of education and the lack of information sharing.
