As the authority to designate a principal qualification training institution has been delegated to the superintendent of the city and provincial offices of education since 2021, there is a growing demand to develop a principal qualification training course that meets the characteristics of each city and provincial offices of education. Based on this background, this study aims to analyze the operation of principal qualification training by the Seoul Metropolitan Office of Education, which has designated and operated an independent principal qualification training institution unlike other provincial offices of education. To this end, mixed method is used as the main research method. As a result of the analysis, first, the Seoul Metropolitan Office of Education's principal qualification training is managed and operated by separate departments and principal qualification training institutions at each school level, and the problem of a lack of dedicated manpower and space was raised. Second, the principal qualification training curriculum is organized and operated by a principal qualification training institution based on the standard curriculum set by the Ministry of Education. In this process, consultations are made through various committees between the department in charge of the Office of Education and the principal qualification training institution, but this depends on the will and effort of the person in charge. Third, quality management of the principal qualification training is conducted through a satisfaction survey for trainees and evaluation of the principal qualification training institution, and the results are reflected in the training plan for the next year. Based on these analyses, improvement tasks such as securing professional manpower and space to improve the operation of principal qualification training, establishing a cooperative system between training-related institutions, developing a core competency framework, establishing an instructor database, systematic use of satisfaction survey results, and strengthening requirements for re-designation of principal qualification training institution were presented.
