The purpose of this study is to discover ways to improve the current on-line training
service by identifying the factors that might hinder teachers\' participation in the on-line
training program and to analyze the different training needs by teacher characteristics. To
achieve this aim, two main questions were pursued in this study: First, what are the
factors that interfere with active participation in the on-line training? Second, are there
differences in training needs by teacher characteristics?
The results of the study are the following: First, on-line training that meet the
participants\' demands should vary according to different trainee characteristics such as
teaching years, age, and size of their workplace. Second, a way to overcome the
limitation of the on-line training is to implement a blended type, a mixture of group
training and on-line training. Third, teachers wanted contents related to teachinglearning
