The purpose of this study is to objectify concretely the management status of
newly-established special classes at middle and high schools. This study conducted a
questionnaire survey and in-depth interviews with teachers involved in the special classes.
According to the results of the study, it was found that the teachers involved in
newly-formed special classes prepared for the classes along with their own guidelines, but
any official supports for the new establishment of the special classes. Moreover, it was
revealed that there were no administrative supports, not only to build necessary
equipments and facilities for newly-organized special classes, but also to foster positive
environments of mainstreaming education.
Therefore, it was necessary to propose a wide range of administrative supports and
human resources, such as specialists caring for the teachers through websites related to
newly-established special classes.
