This article examines the development and application of Problem-Solving Scenario(PSS) as an instructional and learning environment design model. The PSS model similar to the Problem-Based Learning or Goal-Based Scenario which seeks systematic prescriptions for learning environments from the constructivist viewpoint. However, it is specified and different from the other two models in that it is based on the corporate characteristics of learners, learning task, and the providers of learning opportunities. First, the model targets adult learners of corporate training only. Second, problem-solving skills are the primary goals while domain-specific knowledge is additionally acquired. Third, it assumes an intensive classroom training in multiple days. The model under these conditions includes authentic problems, learning support system, classroom environment in which the learners preside their own learning activities. The developmental procedure consists of the selection of a case, the analysis of knowledge and skills of the case, the construction of the problem context, the design of environment for learning supports and classroom arrangements, and the development of evaluation items. Two corporations successfully implemented the educational programs designed by the PSS model. In conclusion, it was suggested that more specified condition-based instructional and learning environment design model could be constructed and used effectively.
