Since 2003, the Japanese youth policy and administration has been changed synthetically. The study reached that the following recommendations appeared to be essential in order to make the Korean government organization for the youth policies and administration more effective and professional. In effectively promoting youth measures, it is necessary to accurately grasp the present state of youth and where the problems lie. The purposes of this study are: first, to review policy of youth welfare ; second, to present current trends of the Japanese youth welfare policy. For the effective youth policy and administration, the provincial administrative organization needs to establish a new system. Goverment should be reform the youth policy and administration service processing and system. For the successful approach, it is important to create community program and youth center. Goverment should be reorganized Youth Policy Act and justice processing and legisilated for youth welfare system and develpmented, supporting such as security of the appropriate finance and professional manpower. It is necessary to promote youth policy and administration by reinforce education, social policy, and social community, Special legislation for correctional Youth Policy could be adopted to take more effective measures for the youth welfare and correction.
