사회복지서비스 제공에 있어서의 이용자중심, 이용에 있어서의 선택권보장 등의 패러다임 하에 최 근 장애인복지법이 개정됨에 따라 장애인거주시설 이용대상 확대 및 입소조치방식에서의 이용계약방 식으로의 전환이 이루어졌다. 이에 따라 1인당 서비스 이용단가 산정이 필요한데, 산정에의 핵심인 적 정 인력배치수준을 가늠하기 위해 장애인거주시설 종사자에 대한 직무를 12개 시설 내 종사자 214명 에 대한 자료수집결과를 바탕으로 분석하였다. 연구결과에 따르면 시설종사자들은 평균 179,922분을 근무하는 것으로 나타났는데, 이는 연간 210일을 근무한다고 가정할 때, 하루 평균 14.28시간 근무, 6.28시간의 초과근무를 하는 것으로 표준근무시간 40시간 대비 주 31시간 이상 초과근무 하는 것이다. 이는 기관의 직원 1명이 1.79명분 시간의 근무를 하고 있다는 것을 의미하는 것으로 현재보다 79%의 인력이 더 필요하다고 할 수 있다. 그 중에서도 특히 생활재활분야 종사자가 근무시간이 긴 것으로 조사되었다. 128명의 생활재활분야 종사자가 평균적으로 196,882분을 근무하는 것으로 조사되어 하루 평균 15.63시간 근무, 7.63시간의 초과 근무하는 것으로 표준근무시간 40시간 대비 주 38.2시간 초과근 무하며, 이는 현재 인력보다 약 2배(1.95배)의 인력이 투입되어야 한다는 것을 의미한다. 이러한 연구 결과는 향후 정부가 이용계약방식으로 전환하여 1인당 서비스 이용단가1)를 계산할 때 고려해야 하는 인력배치수준이 어느 정도까지여야 하는지를 알려주는 준거점으로 활용될 수 있을 것으로 보인다.
Allocation criteria for Residential Facilities for disabled people have been improved and the transition from the way of administrative order for the entry to the way of contract-based service use according to the paradigm shifts such as service users-oriented, selection right in the provision of social welfare services. Under the contexts, there needs to calculate residential care service unit price for one disabled person. This research analyzed 214 employees in the 12 facilities which embody different kinds of disabilities. According to the research results, the employees work 14.28 hours in average a day on the basis of 210 average working hours in Korea. This means they overwork 6.28 hours a day, which tells us that they overwork more than 31 hours in comparison to the standard working hours per a week. Therefore, there needs to employ 79% of employees additionally in that one employee in a facility almost works as much as 179% of general one employee. Among them, especially carers work longer than other posts in the facilities. 128 carers work 15.63 hours a day in average and overwork 7.63 hours a day under the same logic as applied above, which means that there needs employ workforce almost double times so as to follow labour law. The research results are to be utilized in assuming how many employees should be drafted in the residential care facilities before the government calculate residential care service unit price for a disabled person.
