While the instructors in cyber classes should be equipped with new roles and behaviors so they can effectively cope with new learning situations, there is little information available on the subject of instructor development in online education. This study aims to identify the roles and behaviors of an instructor that encourage students\' active participation and interaction in an online course. Specifically, the study provides comprehensive lists of strategies for activating interactions in English cyber classes. Through research in related literature, online class monitoring, and discussions with ELT and educational technology experts, useful strategies are suggested. These strategies are proposed to activate students\' participation, to help them practice English language skills, and to promote students\' interactions. From the general strategies which can be applied in every online class to particular strategies which are fit for English classes, instructors in online English classes can select from and use these strategies. Tips for online discussions and team projects are also provided. After applying some of the strategies to the cyber classes, more practical suggestions for the instructors are supplied.
