Daycare policy is organized intervention of government when children and family needs help, and it has meaning in combining protection and education to help children in order that they grow up as one wholesome individual in society. In our country, daycare has improved in too fast rate. and it has not been developing based on daycare policy established by its solid ideology. Therefore, in this research, I am going to examine how we can establish daycare policy and theory based on ideology. Different point of view on daycare directly leads to difference in the government policies that are established to provide daycare service. In other words, depending on how government views the daycare, the range of people who get service changes, which results in establishing diverse government policies such as ways to spend public finance. Therefore, for our country to establish daycare policy that fits our condition, we have to create our country's daycare ideology first. Through this process, daycare business that fits our country will be developed.
