The purpose of this study is to realize the issues in the child care policy in Korea and to suggest how to improve the system of childcare in the future. For the study, the past policies of the child care after 1991 were analyzed, at the firs. The second, the characteristics of the childcare in the present time were realized. Last, the trends of the child care in the world. As the results were as follow as First, there were the quality of childcare, expansion of the childcare center and the reformation of the system as the issues of childcare continuously from 1991. Second, there are lots of profit and small childcare centers more than nonprofit centers in Korea. And the cost of the childcare is less than half of the mean cost of the OECD countries. In addition, the values of the childcare policy are focused on the women and families of children in Korea. Third, I suggest that the making the conception of child care clearly, focusing on the children's rights as the critical values of the child care system, and starting the present position of the child care to develop the child care system.
