The purpose of this investigative study is to review researches and literature in order to develop educational programs for creativity of to present integrated framework reflecting various aspects of creativity. Most of recent studies assume that factors of cognition, personality, motivation, and environment should be integrated simultaneously for creativity to be expressed. In this context, the author of this study extracted factors related to creativity based on integrated approach to present theoretical foundation for developing programs for creativity of infants. Also, the purpose of this study is to present examples of partially-completed program that are being developed, to report the procedure of development, and to provide an example of collective deliberation on the processes of developing the program.
