The purpose of this study aims at improving the evaluation certification system by
observing the post management and maintenance about Child Care Centers which have passed
through the evaluation certification from 2005 to 2009. Especially by observing the differences
of Child Care Centers between under 39 Children and over 40 Children, it is intended to offer
the basic materials to arrange the post management system according to their scale.
For research papers the evaluation certification was carried out by the facilities in
Kyunggi-do, Incheon-city, Woolsan-city and Seoul-city. 300 copies of research papers were
distributed (150 copies for the facilities of under 39 children and 150 copies for the facilities
of over 40 children) and total 265 copies were collected, and the 246 copies were used for
the research after removing unfaithfully answered copies (103 copies for the facilities of under
39 and 143 copies for the facilities of over 40).
The result of the research through this process is as follows.
Firstly, it was responded that the quality of Child Care Centers was improved after the
evaluation certification, and it was found out that the system of evaluation certification which
has been practiced since 2005 contributed with improving the quality of Child Care system.
But the reason why it is not improved was discovered as the lack of finance, the heavy work
of teachers and the poor office administration. Therefore the solution of these spheres is
needed.
Secondly, it was known that the most important points of continuous post management is
to conduct reeducation of teachers for the improvement of specialty, to secure finance and the
strong support of administration for Child Care Centers which acquired the evaluation
certification. However, it was found out that the most Child Care Centers use huge amount of money in the following spheres, e.g. renovation of circumstances and facilities, purchasing
materials and the reeducation of teachers.
Thirdly, for the method of post management toward Child Care Centers after the evaluation
certification, the majority expressed the opinion of making systematic device in order to check
it periodically on the basis of the result of evaluation. The facilities of over 40 expressed their
opinion to submit only the annual report which is the form of own check system, and the
facilities of under 39 preferred to execute the reeducation about the evaluation certification not to
lose the sense of the evaluation certification.
Fourthly, to maintain the fields of the evaluation certification, the facilities of under 39
responded that they put more emphasis on making effective management system and complete
observation of essential items, and the facilities of over 40 put more emphasis on systematic
reeducation of teachers and free school inspection. Therefore the key points to maintain the
items of the evaluation certification are to solve the teachers' problems and the administrative
matters.
Fifthly, it is required to pay the overtime work and to pay a legal salary according to their
academic background and job career in order to maintain the effective administration. It is
required to supply substitute teachers for the welfare improvement of teachers in case of
reeducation, childbirth and sick leave. Also for the improvement of speciality of teachers, it is
required to support the assistant teachers to proceed upbringing and systematic reeducation of
teachers.
Sixthly, for the improvement of the administration, it is required to allow incentives to
teachers, to simplify the document, to supply special training program for teachers and to
support financially in order to pay the employers and purchase the materials and instruments.
Seventhly, the present condition of Child Care Centers after the evaluation certification
shows generally better maintenance condition. The spheres of 'health and nutrition' and 'safety'
shows better condition, but the spheres of 'operation management' and 'the course of childcare'
show relatively worse condition.
Especially in the spheres of 'operation management' and 'the course of childcare', the
facilities of under 39 shows very poor condition in comparison with the facilities of over 40.
Therefore it is required to come up with the post management system by the fields of
evaluation according to the scales of Child Care Centers.
