The purpose of this study was to describe roughly the major content of the achievement standards and levels
in the elementary physical education and also to propose ways to apply them efficiently to school-site. The
assessment directions should be changed in a way of applying assessment to examine the academic
achievement levels of individual students and let the information about the results lead to feedback for
teaching and learning. The Ministry of Education, Science, and Technology in the government thus introduced
and operated a new assessment policy which is called Standard-Based Assessment in August, 2012 and met
the various requests for support by developing and providing a set of achievement standards and levels for
each subject as the operational guide and tool. In order for the achievement standards and levels in the
physical education subject to be efficiently applied to school-site, it is required for the upper-level educational
agencies and managers to exercise educational leadership actively, identify and cultivate successful cases
through the activation of model schools, bring up constants for lessons and evaluations, and help the teachers
improve their reorganization abilities to reorganize them in a free and meaningful manner in a lecturing
situation.
