국민통합의 실효성은 보훈정책에서 비롯된다 할 수 있다. 호국을 위한 나라사랑 의식 없 이는 국민통합은 물론 국가 존립조차 어려울 것이기 때문이다. 이러한 시각에서 본 연구는 오늘날 국민통합의 걸림돌로 지적되고 있는 보훈제도와 보훈정책의 한계를 살펴보고, 이를 보완할 수 있는 방안모색에 목적을 두었다. 이러한 논거를 기초로 하여 본 연구는 ① 국가 보훈처 기능과 역할, ② 선제보훈정책 수립현황, ③ 국민 참여형 보훈정책 수준, ④ 보훈단 체에 대한 국가지원 수준을 분석하고, 이와 관련 몇 가지 과제를 도출하였다. 그리고 이러한 문제점과 과제 이행을 위한 노력으로 국가보훈처 위상 격상, 선제보훈정책의 전 국민적 확 산, 나라사랑 정신 계승과 보훈교육 강화, 보훈 현충시설의 국민적 활용과 국민참여형 보훈 행사 증대, 보훈가족에 대한 복지증대와 보훈단체들과 소통 강화를 위한 보훈정책 재수립 필요성을 제시하였다. 그리고 이를 통해 보훈에 대한 부정적 이미지를 쇄신하고 국가보훈처 가 보훈정책, 보훈교육과 범국민적인 애국정신 함양의 중심적인 부처라는 위상을 정립하여 국민통합의 중심에 설 수 있도록 해야 함을 강조하였다.
The purpose of this research is that Patriots and Veterans Policy should develop to cornerstone of National Unity for advanced countries in Patriots and Veterans. Also this article studies that National Unity enhance the national security of the Veterans organizations recognize and increase the activity of love, emphasizes Veterans Affairs area of governance need to increase awareness through Veterans. In order to set up status of policy for patriots and veterans, Government should change to Department of Patriots and Veterans Affairs from Ministry of Patriots and Veterans Affairs for relationship of nations development with association for patriots and veterans. Ministry of Patriots and Veterans Affairs is interested in a Preemptive Patriots and Veterans more than Patriots and Veterans after death for welfare of Patriots and Veterans families. Veterans groups more in their area and welfare dimension even more rewarding than to increase the benefits of a social role to Association for Patriots and Veterans and networking through the veterans needs cooperation. Tasks of Patriots and Veterans Policy for National Unity are as follows: ① Veterans groups from the state, but a lot of benefits and support voluntary citizen organizations to maintain a democratic country and safe from North Korea's provocations and defend their country. ② Veterans Affairs and education and to strengthen consciousness of citizens and various activities on a voluntary basis in that the cooperation of the veterans organizations and Association for Patriots and Veterans and more countries should be developed with networking to create, develop and increase synergies. ③ Exemplary National Unity will gather, strengthen Veterans Affairs education country love spirit succeeding in a variety of fields, including Veterans Affairs and veterans groups and Association for Patriots and Veterans with constant communication . ④ The efforts to increase the negative image is called the drain maintenance and patriotic spirit known as positive-oriented organizations a make over a new phase of formulation will be able to do. Government will be demonstrated presentations on Innovative ways of communication and interacting with modern day veterans and Dealing with uncertainty in health-related expert opinion and scientific evidence for National Unity.
