This article analyzes the differences in reward policy for veterans and patriots
among 3 governments, Kim Dae-jung, Rho Mu-hyun, and Lee Myong-bak with
a focus on the values in ideology of reward for veterans and patriots. If a man
is designated as a person of national merit, the benefit from it is not short-lived
but continues for his whole life and when he dies, one of the bereaved family
members can inherit the benefit. Men of national merit get financial support
every month from the government and make an organization which is run
systematically and, in Gramci’s term, called as a stronghold imbedded in civil
society. This stronghold is friendly to a specific political faction in value of
reward for veterans and patriots and political ideology, and has much influence
on the result of competition in power transition period of election. The policy for
veterans and patriots is divided into 3 types, national independence type, national
defence type, democratic development type, and mixed type of two of them or
all three, and each of them has its own political base. Of the 3 values of reward
for veterans and patriots, each of 3 ex governments tried to represent the
interests of core supporters, but new Park government should represent all three
values in a balanced way. One important thing for new government is that it
should avoid conflict among 3 values and not lead to a result in which pursuit
of one value have a damage on the other values.
