The purpose of this study was to investigate the cause and mode of policy confrontations and conflicts happening in the process of education policy. Particularly I looked straight that conflict on the policies appealing among governmental departments around polices is happening frequently from education policy agenda setting process or implementation, and tried to find whether the logic of analysis and discussion about conflicts can examine conflicts related to department in the education policy closely or not. Concretely, I analyzed and examined the concepts or meaning, cause of happening, and actual conflict aspects of educational policy conflicts with the center of the problem in financial security, and the policy to getting the land for school to realize the policy of regular number in the university and education reform that are actual conflicts cases. The results of this study was clarifiesd as conflict cause-violation or neglcetion of the rule in policies, the existence of related policy, inconsistency of the policy purposes between the policy participants-in the education policy process. Especially education policy conflicts resulted from relation of the executive groups and the education inspectorate groups as the structural characteristics of the Ministry of Education.
