The purpose of this study is to analyse the present situation and problems of ITV on the basis of the reports of the main newspapers related to ITV and the suggestions of the model school in which ITV was utilized. And another purpose of this study is, as a result of it, to find out the directions our nation’s ITV should aim at. The results of this study are as follows: First, the role of ITV: ITV should put on stress the dimensions that present school system could not take charge of, and objects of ITV have to be enlarged. For example, general education of adults, early childhood education, education related to community movement, educating alienation class, educating cultivation of art and culture. Second, composition of ITV program: as ITV program is composed to give the the first consideration on the entrance examination, programs for human education required. ITV is not pr010ngation of schooling, but extension towards life-long education. Third, contents of ITV program: ITV programs should change its course to raise thinking, creativity, problem solving, and information processing. Fourth, operating system of ITV: For the efficient operaion of ITV, ITV should be independant of Ministery of Education, and it is necessary for ITV management to be public management for efficient operation. Fifth, direct teaching of ITV materials: broadcasting time of ITV is to be balanced with teaching time in school. partculary learning by ITV and learning which utilized ITV are required Solving these tasks, professionals and all persons related to ITV should make efforts to raise a professional expertise.
