Today's high school education in general seems that it is only purposed to prepare the students for the college entrance examination. Thus the majority of the high school students tend to think that it is necessary for them to go to college and that they are failures in life if they fail the college entrance examination. This seems- to be one of the factors to create the social problems today. To illustrate some of the reasons for this phenomena, a strong competetion created by the legal limitation for the college to accomodate students and the failure of the high school curriculum to provide the students with the necessary skills for them to function in the society after their graduation from the high school. In other words, the high school curriculum does not offer any training in the vocational areas for the students to find jobs after their graduation. The students merely follow the daily routines set by the school officials without having any goals of their own careers. They don't seem to know and don't seem to be trying to know what they will be doing for earnings in their later lives. The purpose of this study, therefore, is to provide the basis for developing an high school vocational education program whereby the students could benefit from in planning their career effectively. It is also believed that the students who would have taken the vocational education courses in the high school would be to better establish their own career goals and able objectives. In order to pursue this purpose, approximately 4, 000 high school seniors from five major cities such as Seoul, Pusan, Taegu, Taejun, and Junju were sampled. These students include both male and female students from both academic and vocational high schools. These students were given a questionnaire concerning about their career plans and values. The questionnaires were collected between June 1 and July 20, 1977. The content of the questionnaire includes the following items. 1) Immediate plans after the high school graduation. 2) Opinions on their present high school education. 3) Needs for vocational education in the high school. 4) Content to be covered by the vocational education program in the high school. 5) Target audiences for the vocational education program. 6) Occupations they wish to choose. 7) Important factors in selecting the job. 8) Values and attitudes of the high school students. On the it ms from 1 to 5, the students were given four or six statements for them to respond. Item 6 was to record free response. Items 7 and 8 contained 13 and 9 statements respectively to rate the students' opinions on a five point scales. The 13 factors included In the item 7 are: a) Individual's aptitude and interest, b) Amount of income or salary, c) Opportunity to get ahead, d) Prestige and social status, e) Power and political status, f) Interest of the job, g) Security of the job, h) Opportunity to use own ability, i) Societal need, j) Opportunity to make a meaningful contribution, k) Working atmosphere, l) Training and education, m) Free time to pursue outside interests. The 9 value statements presented in the item 8 are: a) Hard work will always pay off, b) Individual's duty must go first before the personal interest or pleasure, c) Everyone must possess one special skill to live on, d) It is all right to make money regardless of what one does, e) One must do something worth while even though the money is important, f) Sensible conduct of life is more important than individual's capability, g) One must get a college education, h) One must choose the job which fits into his aptitude and interest, i) One must start to choose and prepare for the career in the high school years. In addition to the questionaire survey, the researcher attempted to compose a model for the career education program. An extensive review of the previews research and an exam nation of the Ohio's Career Continuum were done to achieve this purpose. It was found that, the students In both academic and vocational high schools recognize the need for the vocational education program as a part of their high school curriculum. However, the content of the vocational program should be different. That is, the program in the academic high schools should place more emphasis on the general information services on the various occupations so that it can provide a guideline for them to choose the major field of study in college. On the other hand, the vocational education program in the vocational high schools should place more emphasis on a specific job training in a certain field with a variety of information on the job market. It is also found that the high school students feel it not so necessary to go to college if they could find a job right after high school graduation. Therefore, it seems to be very important and urgent to develop an effective vocational education program for the high schools. This research may provide a good direction for developing an effective high school vocational program.
