Based on the assumption that modernizing the university management is a key factor in the current efforts for innovations in Korean higher education and that relevancy, efficiency and timeliness of the management information is, in turn, a core factor in modernizing the university management, the present study was a preliminary attempt to develop a model for MIS in Korean higher education. The study was made for the purposes of 1) analyzing the existing status and problems of the information system in the management of Korean higher education, 2) identifying the information needs for increasing efficiency in planning and decision- making, and 3) suggesting a model for improvement of MIS in Korean higher education. Ten colleges and universities were selected on the basis of a purposive sampling for analysis of the present status of the MIS in Korean higher education, which represented around 14% of the total population. On the basis of the analysis of the literature in this emerging field of study as well as the problems of MIS in Korean higher education, a preliminary model was proposed for the impvement, or rather new development, of the MIS in Korean higher education. The following facts were found as to the general status of the information system in Korean colleges and universities: 1) On the average 3,864 written communications were received and 1,682 written formal communications were sent out by a college or university during the period of the 1973-74 academic year. Analysis of the formal communications which were received revealed that they were concerned with such functions as, students(30.1%), faculty(12.3%), library(9.2 %), formal events and activities(8.5%), facilities(6.2%), programs(4.4%), etc. The communications that were sent out, on the other hand, were concerned with such factors as, students(34.7%), programs (26. 1%), faculty(19.3%), facilities(4. 0%), general staff(2.5%), etc. 2) Each college or university had 8-14 different kinds of recording files related to the faculty, 5-13 different kinds on the general staff members, 6-8 kinds on the student body, and diversified filing or recording systems concerning financing, facilities and other functions or factors of university management. In general, however, there was no standardized system of collecting, storing, processing and utilizing the informations, lacking clearly established data bases, with results that no institution developed any effective processing and utilizing ststem of the information. Inefficiency in collection of the information, instability in the information flow, and inadequacy in utilization of the information, therefore, suggested urgent need for improvement of the MIS. In the proposed model for the improvent, first, integration of the management functions and information system was emphasized. In a composite model, graphically presented, major information needs were identified in connection with significant areas of decision• making in the succeeding stages of planning, implementation and control. The subsystems of MIS, such as the F AS, RRS, FUS, CE, and SF were briefly identified and the need for DED was noted, borrowing from the WICHE•PMS model. Secondly increasing efficiency in processing the information for its better utilization was clearly needed. For this purpose computor processing was logically suggested. Since concrete application of the MIS in Korean higher education needs further research and development both in terms of analyzing :the decision-making needs and processes and information needs relevant for those decisions, a somewhat specific inventory of information needs relevant to planning the university programs, i.e., foundation plan, education plan, physical development plan, and financial plan, was suggested. The general model suggested within the frame of SCOPE, itegrating decision-making and the information system, it is expected, will serve as a guide for a more specific MIS for each university or a higher education system. Development of DED and Program Classification Structure in parallel with analysis of the management decision making itself and development of tools and techniques for making various estimates, seems to be in great need for development of en effective MIS in Korean higher education.
