A changing world requires a changing style of education. Young people who are entering in this responsible and noble profession of teaching are acquiring skills that are substantially different from those of their predecessors. Senior teachers, at all levels viz., vocational to degree education, who have been in the system for a long time, find it increasingly necessary to brush up their knowledge and skill bases to perform satisfactorily in a changing environment that hovers around the word quality. Besides the necessity of acquiring new levels of KSA, the traditional 'roles' and 'attributes' of a teacher, in general as also those of technical institutions have changed substantially over the past few decades with the passage of time. In a developing economy like India development of new teacher competencies based on such changes have been accentuated and have become a genuine necessity particularly with the onset of the process of liberalization gathering momentum. Survey among the young teachers, senior students particularly in the technical & vocational education institutions in the eastern region of India has thrown light on a plethora of 'expected additional competencies' (over and above the traditional ones) of the technical teachers in the changing scenario. In this paper various aspects of teaching-learning system, effect of globalization on technical education sector, quality assurance in teaching-learning etc. have been examined. Besides suggesting some elements of teacher training vis-à-vis delivery systems an attempt has also been made to develop a model for continually develop quality improvement of teachers with a focus on technical/vocational education sector.
