The purpose of this study is to develop evaluation criteria of education
agency for human resources of arts and culture education through the using of
diverse qualitative and quantitative methodology. To develop the criteria, evaluation
area and criteria were composed and analysis of weight and importance by
analytic hierarchy process(AHP) were conducted. The results are as follows:
relative weights of evaluation areas are 50% for "program", 40% for "instructor"
and 10% for "organization." Relative weights of criteria of program area are 15%
for relevance of educational object and contents, 10% for faithfulness of
curriculum operation plan, 5% for learner-orientation of curriculum and 20% for
action relevance of curriculum operation. Relative weights of criteria of instructor
area are 5% for securement of instructors, 5% for major relevance of instructors,
10% instructional professionality of instructors and 15% for action professionality
of instructors. Relative weights of criteria of organization area are 5% for
educational environment of organization and 5% for vision and strategy of
organization. Policy implications of utilization of this criteria were suggested.
