With the enforcement of local autonomy system, counterplans on various welfare needs of the community people were differed among local autonomous entities, and diversified social problems occurred due to the change of socio-economic status. Professionalized service needs to cope with these problems have been increased significantly, and the number of community center and NGO to deal with these problems also have been increased a lot. The ultimate goal of these NGOs is to improve the quality of living through the participation of the community people. Herewith, the role of NGOs, based on the civil consciousness at large and actual life of the community people, is being raised. And also, decentralization policy of the \'Participative Government\' is becoming a big challenge to the social welfare arena, and the service level is expected to be quite different based on the degree of will and understanding on the social service among the local autonomous entities. To cope with these changing social welfare environment very sensitively and positively, it is required to set up a new paradigm related to the cooperation between the community center and NGO. Herewith, community center and NGO that have the same ultimate goal of improving the quality of living of the community people should establish the cooperative relationship and sharing partnership to cope with these social changes flexibly. This is the critical assignment that the social service arena should handle in the era of decentralization. Therefore, in this study, I analyzed cooperative practices and conflicts, and did a basic research on the concrete cooperative plans finding out the conflicting factors between the community center and NGO. Cooperative plans found out through the research are summarized as follows: rasing the awareness of partnership need, maintaining the efficient common cooperative partnership, having a leading role of the community center in the cooperative relationship, establishing a council, sharing the utilization method of community resources, establishing a management system of resource mobilization and P.R. plan, opening web site to inform joint cooperative practices and to exchange varied opinions etc.. This study also provided practical implications to activate interchange between the community center and NGO, and to contribute to meet the needs and improve the quality of living of the community people.
