The central question addressed in this study was: What are learning environment that improve academic motivation for students attending cyber university? This study was processed by used of the Web-bulletin board system as a means to facilitate the subject\'s interaction and to discuss deeply. 265 subjects were discussed for 5 weeks through web-bulletin board. Qualitative data by web-discussion were analyzed through theme analysis
methods by three researchers. The goal of the analysis were to discover patterns, ideas, explanations, and then derived to conclusions. The results were presented five categories and 13 subcategories that developing web-based learning environment for academic motivation. First, instructional method was used by interesting contents and comprehensive materials.
Second, on-line learning was needed various support systems, Third, the learner-instructor and learner-learner interactions were encouraged. Forth, feedback and caring were often provided to learners. Fifth, facilitating active learning was needed.
