문식성 교육에서 읽기와 쓰기에 어려움을 겪는 학생들이 바로 이 “어떤 힘에도 움직이지 않 는 대상”에 해당된다. 그리고 이러한 학생들이 성공적인 삶을 살아갈 수 있도록 정부가 시행해 온 독서정책들이 “모든 것을 움직일 수 있는 힘”이다. 필자는 동료들과 함께 미국정부가 시행한 많은 독서정책에 직접적으로 관여하면서 이러한 정책들이 잘 시행되는지 감독하려고 노력해 왔 다. 그 결과는 현재 5판까지 출판되고 있는 문식성 교육의 현황과 문제들(Issues and trends in literacy education)이라는 책에 잘 요약되어 있다.
