김대중 대통령 집권 이후 한국정부는 소위 북한에 “햇볕정책”을 시도하였다 이 정책으로 한국정부는 북한에 상당한 경제적 원조를 제공하였으나 북한당국은 여전히 이에 상응한 긍정적 대응을 하지 않고 있다. 북한당국이 긍정적 대응을 하지 않는 이유를 분석키 위해 변화된 국제환경을 고려한 게임이론분석을 시도하였다. 이 분석에 근거하여 한국정부는 성급한 방식으로 북한당국에 일방적인 원조를 제공하기보다는 미국과의 협조하에 인내심을 가지고 북한당국에 지속적인 압력을 가해야 할 것으로 보인다. -
