This study aims to look at the complaints about the using Personal Assistance Services
through out in-depth interviews about Adults with Physical Disabilities who are living in City
A, which is one of the small and medium-sized cities and aged 20 years or higher without
other multiple disabilities and analyze the according to Creswell’s procedure.
As a result, it was found that the participants in this study had complained about insufficient
total service hour in using the PAS, lack of diversity in type of service, cost burden and
family care is not accepted, lack of professionalism in PAS Organization and personal assistants,
and etc. In particular, new facts that were not dealt with in the existing studies could be
discovered. In other words, their needs for Social Activity Assistance Services was strong,
but they complained about insufficient use of Social Activity Assistance Services because of
lack of personal assistant and convenient facilities for the handicapped.
It is hoped that the findings from this study can be used as basic data for exploring the
methods to improve quality of Personal Assistance Services, and further studies need to find
out the characteristics and needs by type of disability of various types of disabled person
who uses PAS quantitatively and qualitatively.
