“고인물은 썪는다” 또는 “흐르지 않는 물은 이끼가 낀다.” 그래서인가? 봉사를 하기로 작정한 사람에게 지나친 봉사는 부패할 수 있다는 경고의 메시지를 보 내고 있는 것이다. 이러한 것의 이유로는 공동주택의 관리에서 드러나는 부정ㆍ비리를 사전에 차단하 기 위해 舊주택법 시행령(2010.07.06.주택법 일부개정, 시행령 시행 이전후 선출되는 동대표부터 적용 하는 경과규정(부칙) 마련 함)에서 공동주택의 동별 대표자의 임기를 2년으로 하되 한차례만 중임할 수 있도록 명시적으로 규정함에서 본 바와 같다고 할 것이다. 또한 다른 한편으로 생각을 하면 인간에게 주어진 권력 또는 권한 등 다른 사람이 가지지 아니한 것에 대한 막연한 동경으로 말미암은 시기 및 질투는 인간사는 순환되어져야 함을 역설적으로 설명 하고 있는 것이다. 이러한 일련의 연관 사항으로 보았을 때, 공동주택에서 입주민을 대신하여 봉사하 는 자세로 입주민을 대표한 동별 대표자의 전횡에 따른 활동 내용들은 입주민 모두에게 어떠한 형태 로든 영향을 끼친다는 것인 바, 모두가 만족할 수는 없지만 한 개인에 의한 리더십(Leadership)보다는 여러 사람 또는 순환되어지는 조직의 흐름으로 한 개인에 의한 리더십의 불만 또는 갈등을 완화해 보겠다는 일종의 몸부림이라고 보아야 할 것이라고 판단한다. 따라서 본 연구에서는 공동주택의 리더그룹인 동별 대표자에 대한 갈등과 분쟁 그리고 이러한 갈 등과 분쟁을 사전에 차단하기 위한 조치로서의 중임제한이 과연 최고의 선이었는가를 판단하고 또 다른 방안은 무엇인가를 논의하여, 합리적 방안을 도출시킴을 그 목적으로 할 것이다.
