1980년대 이후 진행된 복지국가의 재편 방향 중 가장 핵심적인 것이 복지와 노동을 어떻게 연결시킬 것인가라는 문제이다. 이러한 문제의식이 집약된 현상 중 하나가 취약계층을 위해 일자리를 공급하고 사회서비스를 민간에 위탁하는 사회적 기업(social enterprise)이다. 사회적 기업은 완전히 고정된 어떤 실체를 나타내는 개념이 아니라 각국의 상황에 따라서 그 형태가 다양하게 나타나고 있 으며, 발전의 동력 역시 변화무상하게 나타나고 있다. 그렇기 때문에 사회적 기 업의 개념적 정의를 단일화하기 어려우며, 최근까지도 유럽에서는 사회적 기업 의 특징에 더 주목했는지도 모른다. 이에 본 연구는 점증하고 있는 사회적 기업에 대한 관심과 함께 이에 대한 정 확한 인식을 위해, 사회적 기업이 처음 등장한 유럽을 중심으로 최근의 연구논 문과 문헌자료를 살펴본다. 특히 유럽 각국의 사회적 기업 각 카테고리 주요특 징을 EMES의 경제적ㆍ사회적 범주에 근거하여 비교 고찰해 보면서 유럽 각국 의 EMES가 제시하는 기준에 함축된 의미를 함께 분석해 본다. 이를 토대로 한 국형 사회적 기업의 과제 및 발전방향에 대한 제언을 첨언해 본다.
The major issue for the Welfare State since 1980 is how to relate welfare and labor. This lead to supplying jobs to socially disadvantaged class and making social enterprise entrusting social service to private corporation. There are many different types of social enterprises which vary according to the situation and the purpose that each country deals with. For this reason, it is hard to define the dictionary term of social enterprise in a simple sentence. That explains why European countries have focused on the characteristic of social enterprise To get precise recognition of social enterprise, this paper analyzes research papers and references based on the European countries which social enterprise first founded. Main characteristics of each different European social enterprise in each category are researched, comparing EMES based on the social and economic category. The paper also analyzes what the standard suggested by EMES implies. With all these research, the paper proposes the subject and development of Korean social enterprise.
