Korea was supported by the IMF bailout in the economic crisis at the end of 1997, Korean society and governance was also restructured into a neoliberal economic order that has also affected almost all countries in the world since the 1980s. Neoliberal welfare policies, which emphasize market freedom and individual efforts, have resulted in compounding the lower class' economic poverty due to aggravation of social inequality and the promotion of labor 's commercialization. Outside Korea, the 2008 the subprime mortgage crisis had a profound impact on the economies of the nations of Europe, South America and Asia, as well as the US economy, a neoliberal mecca. This is a new discourse on capitalism that recognizes the limits of neoliberal welfare policy both domestically and internationally and presents alternatives. In this paper, I examine the theoretical and historical background of neoliberalism, neoliberal welfare policy, and alternative models presented as alternatives to existing neoliberalism, for the purpose of exploring alternative models beyond the neoliberals.
