이 연구의 목적은 학교 수준의 교원능력개발평가 결과가 어떠한 학교 특성에 따라 차이를 나타내는지 탐색적인 차원에서 분석함으로서 교원능력개발평가와 교원 전문성 개발에 대한 기초자료와 시사점을 제공하는 것이다. 이를 위하여 2010년과 2011년, A교육청의 초등학교 전체를 연구 대상으로 하고, 학교정보공시 자료를 분석 자료로 활용하였다. 일차적으로 교원 능력개발평가 결과 점수와 사용된 지표의 경향성을 분석하고, 공통된 지표를 사용한 학교를 대상으로 학교 특성에 따른 교원능력개발평가(동료교원 평가, 학생 만족도조사, 학부모 만족 도조사) 결과의 차이를 검증하였다. 연구 결과, 교원능력개발평가 결과 점수는 대부분 높게 나타났고, 특히 동료교원 평가의 결과 점수가 대단히 높았으며, 2급 정교사 비율과 국가수준 학업성취도평가 기초학력미달 비율이 낮은 학교일수록 학생과 학부모 만족도조사 결과 점수 가 대체로 높게 나타났다. 신규교사가 많은 학교와 기초학력이 부족한 학교의 교원 능력이 상대적으로 낮게 평가된다는 점에서 이러한 학교에 교원 전문성 개발 지원이 필요함을 제언 하였다.
This study aims to provide basic datum and implications on teacher ability development evaluation and teacher professionalism development through analyzing results differences on teacher ability development evaluation according to school characteristics. This study targeted on every elementary schools in the A office of education and utilized data provided from the data of Hakkyo-Alimee (school information disclosure system). This study firstly analyzed tendencies of teacher ability development evaluation result scores and indicators, and verified school characteristics. The results were the followings: 1) The result scores for teacher ability development evaluation were mostly high, 2) Especially, the scores from peer evaluation were very high, 3) the scores, from the schools in the lower ratio of the second grade regular teachers and students under the national assessment of educational achievement, were relatively high. Thus, the result implies that the more novice teachers and students under score on the achievement are in school, the more supports are necessary for teacher professionalism development.
