본 연구는 여성취업율의 증가와 핵가족화로 인한 사회적 변화와 요구에 보육의 질적 향상이 미치 지 못하고 있는 현실에서 OECD국가 중 뉴질랜드의 영 유아 보육 및 교육제도와 정책을 살펴봄 으로써 우리나라 보육의 질적 향상을 위한 시사점을 찾고자한다. 뉴질랜드의 영 유아 보육 및 교 육에 있어 주목할 내용은 첫째, 영 유아 보육, 교육 정교사가 되기 위한 자격기준에 있어 2년간의 현장경험의 필수조건이라는 점이다. 뉴질랜드는 유아교육학사 졸업 후 임시교사자격을 부여하고 2년간의 현장실무경험을 거쳐 정교사로서의 자격을 부여함으로써 교사의 전문성향상을 꾀하고 있 다. 뉴질랜드 정부는 2011년 7월부터 임시교사로서 2년간의 현장경험 동안 임시교사의 성장과 학 습 지원을 위한 지도교수, 지도교사 배정과 외부적인 세미나, 컨퍼런스, 워크 숍, 단기과정 연수 등의 다양한 활동 기회를 국가가 제정적으로 지원하고 있다. 둘째, 뉴질랜드 원주민인 마오리민족 과 태평양 연안의 소수민족들의 영 유아 보육과 교육을 위해 특별한 다문화교육기관을 제공하고 다문화교육기관의 교사양성을 위해 일반 유아교사교육과정과 구별된 특별유아교사교육과정을 마 련하여 자격을 주고 있어 차별화된 질 높은 다문화교육을 실행하고 있다. 이에 뉴질랜드의 영, 유 아 보육 및 교육 교사의 전문성향상을 위한 임시교사과정과 국가의 재정적 지원 그리고 차별화된 다문화교사양성과정은 우리나라 보육의 질적 향상에 있어 의미가 있다.
