This paper explores enacting school counseling which could be a foundation of activating school counseling. School counseling started as guidance teacher system at 1958, but school counseling has not been activated because some laws relevant to school counseling were not systemized and employment of school counselor was not mandatory. Radical change in school counseling happened at 2005; professional counseling teachers only for school counseling were recruited and arranged at local education offices and schools. But there are many difficulties in education, recruiting, arrangement and job descriptions of professional school counselor because the laws supporting school counseling are few and weak. The author analysed some laws governing special teachers and professional jobs in order to find some ideas for enacting school counseling. Suggestions for enacting school counseling are as following; 1) Individual law for school counseling is crucial and urgent, so efforts to make individual law for school counseling and to arrange relevant laws are needed. 2) The school counseling law should pursue professionalization of school counseling personnel through clarification of school counseling personnel, intensification of licence standards, rules for monopoly and punishment, legal disposition, compulsory ongoing education, and professional association. 3) The school counseling law should specify school counseling supporting system such as duties of central and local government, organization of school counseling committee, establishment of school counseling institution. 4) The school counseling law should have description of targets, tasks, duties, facilities, ethics of school counseling, and professional autonomy.
