The purpose of this study is to examine legal and institutional considerations and standard web access guidelines to improve the issue of under-served person in information and telecommunication (IT) (including disabled person who have difficulties in educational and career activities as well as daily life due to their low accessibility to web services), and is also to explore effective ways to practice such guidelines. Definitions of web accessibility have been somewhat differently expressed depending on its purposes that end users intend, but to sum up, it refers to assuring that all person have easy access to any information. And there are current laws and regulations concerning web accessibility, such as ‘Disability Welfare Act’, and Korea has established its national standard technical guidelines for better web accessibility on the basis of those relevant laws, and has also enforced web accessibility quality mark system. However, web sites of many domestic public institutions or special schools are too challenging to be accessible from disabled person. Therefore, it is advisable that central or local government should demonstrate a model of accessible web services from the disabled person to take a lead for other public institutions, bodies or individuals, and it is important that we put our efforts together to assure that all of us will be able to live our life in more comfort world, even though such assurance is not a legal responsibility. key word : web accessibility, disabled person, web accessibility quality mark
