본 연구는 장애인 차별금지법이 실질적으로 장애인에 대한 사회적 차별을 완화하는 데에 실효성을 발휘하고 있는지를 확인할 필요성에 대한 문제의식에서 비롯되었다. 장애인차별의 다양한 영역들 가 운데 고용차별에 국한하여 다루면서, 장애인에 대한 고용차별의 수준을 객관적 상황과 개인적 경험에 대한 주관적 인식의 측면에서 종합적으로 파악하는 지표를 개발하려 하였다. 문헌분석, 법령검토, 초점집단면접, 델파이조사, 경험적 서베이 등의 방법을 활용하여 연구한 결과 모집 및 채용, 보수 및 복지, 배치 및 훈련, 해직 및 기타 등의 네 영역으로 구분되는 상황지표와 경 험지표를 도출하였다. 이어서, AHP(Analytic Hierarchy Process) 기법을 적용하여 하위영역별 및 세부 문항별 가중치를 산출하였고, 경험지표에 대한 타당도와 신뢰도 분석을 통해 이것을 구성하는 하위지 표들이 사실파악을 적절히 할 수 있는 신뢰할 만한 것임을 검증하였다.
This study was inaugurated upon the awareness that it is needed to verify whether Korean Disability Discrimination Act can really make some change in several situations of discrimination against disabled people. It focuses on the discrimination at employment or work and tries to develop a comprehensive indicator measuring the subjective recognition of individual experiences of discrimination of the disabled people as well as the objective state of employment discrimination. By performing a series of study including a literature review, a focus group interviews, a Delphi method and a survey for empirical study, I developed an Employment Discrimination Indicator(EDI) composed of two realms and four sub-indicators. One of the realms is the objective situation of employment discrimination and the other is the individual experiences of such discrimination. Weight of each sub-indicator and item has been calculated by applying Analytic Hierarchy Process(AHP). I finally tested the validity and reliability of EDI and its sub-indicators and concluded that the EDI is valid and reliable.
