본 연구의 목적은 2005년부터 본격적으로 시행되고 있는 지방자치단체의 요 보호자와 관계기관 및 사회복지전담공무원 그리고 사회복지시설의 워커간의 연결접점의 역할을 담당하고 있는 민간 사회복지자원봉사자인 복지위원제도의 조기정착과 활성화를 위한 방안을 모색하는 것이다. 연구결과 공무원과 민간인들 간 복지위원제도의 인지도, 필요성, 조직체 결성을 통한 체계적 활동, 사회복지의 전문성에 대한 견해는 통계적으로 유의미한 차이를 보였다. 한편, 복지위원제도의 활성화를 위해서는 중앙정부와 기초자치단체에서 복지위원과 관련된 법과 조례를 구체화하려는 노력과 적극적인 시행의지의 필요성을 제시하였으며 복지위원의 조직화를 통한 활성화방안을 제시하였다.
The purpose of this study is to explore measures to promote the early establishment and stimulation of the welfare volunteer system, a private-sector social welfare volunteer service provider that plays the role of linking the welfare recipients, related organizations, social welfare public servants, and social welfare facilities in the Local Governments , which has been implemented in full-scale since 2005. The findings of the survey showed a statistically significant difference in the awareness toward the welfare volunteer system among public servants, those were members of public organizations and those who were not public servants, systematic activities through the necessity and the establishment of organization, and the perspective toward the professional aspect of social welfare. This study presented the early establishment and stimulation of welfare volunteer system, that requires the effort and strong will of the central government and local autonomous bodies to specify and implement related law and regulation pursuant to the welfare committee; and also presented to stimulate the welfare volunteer system through systemizing the organization of welfare volunteers.
