This study is aimed at proposing a development direction for disability employment policy and the severe-disabled employment promotion. in Korea, especially the mandatory employment system, through analyzing those of developed countries applying quota levy systems. In order to achieve this purpose, The old perspective of the severe-disabled employment promotes only quantitative of employment but don\'t dissolve qualitative of employment. The new perspective of the severe-disabled employment promotion is focus on qualitative of employment. The meaning of this study which develops the new perspective of the severe-disabled employment promotion, the quality of the severe-disabled employment. In conclusion, five future strategies regarding the severe-disabled employment promotion policy are proposed based on the results of the above mentioned evaluation and their implications.
