본 연구의 목적은 장애인 자립생활의 개념 정의와 함께 이론적인 배경을 살펴보고 이를 통하여 외국의 자립생활 이념이 우리에게 장애인의 실질적인 사회참여와 사회통합에 있어서 어떠한 함의를 부여해주는가에 대하여 논의하고자 한다. 연구방법으로는 문헌연구로서 자립생활의 주요 근원지인 미국의 자립생활의 이념과 독일에 있어서의 자립생활의 개념 정의 및 실천 방안들에 관련된 외국 문헌들을 검토하고, 최근 한국에서 연구되어진 중증장애인의 자립생활 관련 연구문헌들을 살펴보았다. 최근 장애인복지에 있어서 자립생활은 새로운 패러다임의 변화를 야기하고 있다. 이는 한국 장애인복지 전반 및 복지 전달체계의 변화와 장애인 당사자중심의 정책결정 참여의 계기를 마련하고 있다고 볼 수 있다. 이와 같이 장애인 자립생활은 기존의 시설 및 공급자 중심의 재활서비스에서 장애인 당사자의 욕구에 부합되는 소비자 중심의 개별서비스로 전환을 야기하고 있으며, 지역사회 내에서 가능한 비장애인과 같은 일상적인 보통의 삶을 영위할 수 있는 이론적인 기반과 사회통합의 정책적인 방향을 제시해 주고 있다. 본 연구에서 살펴본 외국의 장애인 자립생활 이념과 모델이 한국 장애인복지서비스의 전달체계와 중증장애인의 삶의 질 향상을 위한 실질적인 지역사회통합의 긍정적인 효과에 기여하기를 바라며, 아울러 개별 중증장애인의 자기결정권과 지역 사회의 삶의 질 향상을 위한 논의의 기초 자료의 역할을 하고자 한다.

Independent living means managing one’s affairs, participating in day to day community life in a manner of one’s own choosing, fulfilling a range of social roles including productive work, and making decisions that lead to self-determination. The current detailed and differentiated forms of services follow the basic idea of \"normalisation\" according to the areas and phases of life. People with disabilitiescan exercise selfdetermination and given the presence of appropriate support, can participate in all aspects of society, provided there are adequate levels of support services, necessary information and skills, and barrier-free environments. Furthermore, especially methods of an \"individual future planning\" can contribute to specific plans for the future in one’s old age against the background of individual competences and ideas.
