본 연구는 우리나라가 그동안 수행해 왔던 보육사업의 내용의 근간을 두게 되 는 보육의 패러다임은 무엇인지를 살펴보고 이에 따라 보육정책이 어떻게 전개 되었는지 고찰해보고자 한다. 우리나라는 보육사업을 수행함에 있어 구호적이며 아동복지적인 차원에서부터 시작하여 여성과 가족복지 차원까지 아우르는 보육 의 패러다임으로 변화되었고 아울러 보육정책도 이러한 패러다임에 입각하여 시 행하게 되었다. 사적인 영역으로 인식되어 오던 보육은 이제 공적인 영역으로 인식의 전환을 맞이하게 되었다. 본 논문은 이러한 시사점을 밝히려 노력하였으 며 정부도 이러한 패러다임의 변화를 적극 수용하여 이에 합당한 보육사업을 도 모해야 할 것이다.
This study examines the paradigm of education, on which Korea's education and care have been based, and look into how the policy for education and care has been developed. In terms of education and care, Korea started from the level of helping and children welfare, and then expanded to the education and care paradigm, the level of women and family welfare. In addition, policy for education and care followed and conducted by such paradigm. There has been a transformation in awareness and the education and care, which has been considered private area, is now regarded as public area. This study tried to present such issue and to suggest that the government has to accept this paradigm and takes a measure for proper education and care scheme.
