보훈이념은 하나의 가치만을 가지고 모든 국민이 알기 쉽도록 단순하고 명료해 야 한다. 그러나 한국 현대사의 특수성으로 인해 보훈이념은 민족독립, 국가수호, 민주발전 이라는 3가지 가치를 포함하게 되었다. 국가적, 사회적 영향력을 가진 특 정인에게서 이 3가지 가치가 조화를 이룬다면 보훈이념을 둘러싼 갈등은 나타나지 않지만, 한 가지라도 훼손된다면 보훈이념의 순결성은 사라지고 갈등을 유발하게 된다. 보훈이념을 둘러싼 다양한 갈등유형 중에서 현재 국민통합을 저해하는 두 가 지 갈등유형은 ‘국가수호’에 공헌했으나 ‘민주발전’의 가치를 훼손한 경우, ‘민주발 전’에 공헌했으나 ‘국가수호’의 가치를 훼손한 경우이다. 그런데 개별 갈등적 차원 에서는 정치세력들의 이해관계 때문에 해결이 불가능하다. 각 정치세력은 자신의 정치적 이념과 배치되는 불리한 이슈에 대해서는 논의나 공론화를 기피하고 자신 의 정치적 이념이나 이해관계에 유리한 이슈에만 집착하는 경향이 있기 때문이다. 따라서 각 정치세력은 대타협과 양보를 통해 가치 간 갈등해결을 모색해야 한다. 이와 같은 빅딜 내지 그랜드 바게닝이 공론화 된다면 한국의 보수/진보 세력들은 각기 이념적 정체성을 분명히 하여 보훈이념의 순수성을 회복함과 동시에 국민통 합에 기여할 수 있다. 이를 토대로 본 연구에서는 보훈이념간 갈등해소를 위한 대 타협 방안으로 어떤 것이 있을 수 있는지를 논의하고, 그 대안을 제시해 보았다.
The ideology of ‥reward for veterans and patriots' should have only one simple and clear value. But because of special nature of Korean modern history, the ideology of Rewords for Veterans and Patriots include 3 values, national independence, national defense, and democracy. If one can't satisfies even one value, who more than 2 values should be applied to, it would cause impurity of ideology of reward for veterans and patriots and social conflict over it. There are two cases of conflict, which hampers national integration, over ideology of reward for veterans and patriots. One is the case of contribution to national defense and destruction of democracy by military coup. The other is the case of contribution to democracy and damage to national defense. Both conflicts should be resolved by package, give - take between governmental party and oppositional party because one party sticks to the settlement of conflict helpful only for the interest of itself and is indifferent to the voice of the opponent and the other vice versa. So, governmental party, Saenuri Party, should consent to the bill prohibiting of burying ‥12；12 military coup leaders' in national cemetery and the oppositional party, Democratic Unified Party, should concent to the bill(Law of Reward for Democratization Movement) making it possible to review the qualifications of the people who were recognized as contributor to democratization but damaged the value of national defense. This kind of ‥big deal' or ‥grand bargaining' will lead to national integration. *Key Words: Ideology of Reward for Veterans and Patriots
