This study aims to suggest an optimal approach to planning an special school through analysis of behavior and need for learning activity. Study results can be summarized as follows: Firstly, the frequency of using toilets highly increases at break time between classes or before and after lunch. Thus, most students wait for emptying toilets. For highly serious handicapped, especially, toilets are far from classrooms, so it takes time for moving. It results in disturbing other students in class. Therefore, the toilet inside classroom should be established for students in two classes. Secondly, the number of students should decrease. The space for the handicapped students should be considered in terms of the arrangement of cabinets or activities space per a student. Thirdly, the most important thing is that the instruments for education or facilities relevant to treatment or special educations should be easily available to various handicapped students in school.
